Materials: Cardstock (in light yellow and a variety of “sprinkle” colors), scissors, mini stapler, glue, crepe paper, mini balloons, 12″ balloon sticks

Step 1: Cut a piece of yellow paper in half (in a slight semi-circle shape.)
Step 2: Twist the bottom half of the paper into a cone. Staple the top and glue the bottom edge down. Make sure there’s a hole at the bottom of the cone.
Step 3: Cut a 1″ strip of crepe paper. Start on one side and cut fringe evenly spaced. Leave some space at the top.
Step 4: Fold the top of the fringe over the side of the cone and staple it down. Continue & staple along the entire edge of the cone.
Step 5: Place another layer of fringe over the stapled fringe. Glue it down along the length of the cone.
Step 6: Blow up a mini balloon you don’t want it to be totally full. Make sure it’s small enough to fit proportionally inside the cone. Attach the balloon to a balloon stick.
Step 7: Place a few dots of glue along the inside of the cone fringe. Insert the balloon stick and hold the balloon into the cone so it adheres to the glue.
Step 8: Cut thin strips of cardstock in “sprinkle” colors. Glue them to the tops of the balloon.
Step 9: Enjoy!

This is a pretty brilliant idea and a great spin-off to traditional balloons!

Only if you add everything in all the colors! (scissors, glue etc.) If you just get the balloons and sticks it’s about $15!
